The Chromecast IS a web browser, it's just a glorified Chrome browser running in Kiosk mode with some extra functionality thrown in, all the "apps" you run are just webpages with HTML5, CSS and Javascript. There are some Android apps to tell it to load a specific URL like - https://play.google.com/store/apps/details?id=com.myfknoll.cast.browser and https://play.google.com/store/apps/details?id=com.rabidgremlin.web2cast (this is one I use so I know it works)
