Well you can get a Kill-a-Watt to test the electrical power consumption. And you can get a Sanwa laser power meter to test the irradiance.
But I will save you the money. You definitely aren't getting anything close to 100mW/cm^2 at 6 inches away from that light. I know because I make a very similar product.
