I have a mibox s and a mibox 3. And no it doesn’t need to be powered. I have several miboxes connected with a portable hdd. If you need more than one portable hdd connected you would need a powered usb hub with enough current for both hdds to work.
This one is the one I purchased and haven’t had any issues with, but it only powers 2 portable hdds.

I haven’t tried external powered hdds with just a regular usb hub but I wouldn’t see why that wouldn’t work

It's product description kind of gears towards VR headsets. It's 1.5amps on 2 of the 7 ports.
It took a while to find one that isn't .900ma. Not a lot of options for high power USB.
I've seen my headset pull 1.265amps but it was just a quick spike. It averaged around 0.800amps but would spike over 0.900 on startup, shutdown, and during gaming.

This only seems to get 75hz out of the hdmi connection which is fine for me since I used the mac for work mainly.
I have zero issues. I flip back and forth between my Speakers and Headpone DAC on my Mac and PC all the time. Works great. And there are no issues with the webcam, keyboard or mouse.

I do think that it is important that the USB hub be sufficiently powered as I did have some issues using an older hub initially.
