I tried to do this. I got a 10-port usb 3 powered hub (this one), and I constantly get keyboard and mouse disconnections. The range on my wireless ps4 controller went down to 18" plugging the receiver into it.
So it is certainly possible, and probably a great idea, but don't buy the hub I did. 1,784 Amazon reviews can be wrong.
I mean yeah any PCIe USB card will be fine. Just pick one that has good reviews, isn't from a no-name brand, has the number of ports you need, and is at least 3.0.
This isn't ideal though IMO since you would lose power to devices when you power off. I know you can set your mobo to enable USB ports while the PC is off, but I don't think you could tell it to keep a PCIe USB card on while the PC is off.
If it was me I would just get a USB 3 hub with external power. That's actually exactly what I do. I have this one and it works great
It's hard to predict, but often a powered hub offers isolation between the computer's USB power domain and the synth. The last one I bought was this one e, but I didn't have noise problems at the time, so it's hard to confirm that it would resolve it for you. It is a nice robust hub if you are looking for such a thing, in any case.
I think a good few of the hubs don't have a permanently attached USB cable, so length wouldn't really be an issue in that case, you could just replace the cable with the length you'd desire.
I have one of these, kinda spendy but the on/off feature is super useful and it's build quality is pretty solid. Have it mounted under my desk for easy access but its still out of line of sight.

Basically I'm looking for this but connected via the 10gbps gen 2 or 20gbps gen 2x2 cables. Surprisingly hard to find! Most of the high speed hubs, like the one you linked, have limited USB connections and a plethora of stuff I have no need for (ethernet, hdmi, headphone jack, etc). Maybe I'll just have to wait a while for more gen2 stuff to be released.
I have the ACAIS USB Powered Hub (10 Ports) which provides 2.4A. I did use it with my Quest 2 when my PC's USB Hubs were not providing enough power.
The USB Hub was okay but it didn't keep the quest 2 charged. However, it provided sufficient power, enough that I could use the quest 2 for about 5 hours before the "low-battery" warning came. Before that I couldn't get more then 2 hours.
There is another option like this which is a USB cable with its own separate power adapter. I am not sure if this is able to keep it charged, but it could be a cheaper option.
Lastly, you could look into PCI-E USB 3.1 Gen 2 something like this which may also work to keep the Quest 2 Charged while playing.
Do not leave them charging at all times.

Do yourself a favor and get a usb hub with external power and ports you can toggle on and off.
