Ahhhhh I see. So what you're looking for if I get you right is a more generic PDF organiser / annotator?

I use Blubeam Revu for organising and working with PDF's in general.

Watch this awesome piece of utterly uninformative corporate bullshittery which tells you absolutely nothing about the product. Really, it's quite a feat that they can make an entire video devoid of any even remotely useful information about the product whatsoever. Then read the features.

I've heard lots of good things about Bluebeam Revu. It's a PDF markup tool; great for disseminating drawings with commentary.

Personally, I've been using OneNote because it comes with MS Office, but I think Bluebeam would be better for work with construction drawings.
