I don't think you can do that using ifttt, you could try with http://changemon.com/ and monitor the page every hour and get an email if/when something changes or if the blog provides an rss feed use inoreader, if it doesn't you can try with http://fivefilters.org/ to add it there, with inoreader you can get push notifications

yes that is supposed to be the correct behavior. it's only supposed to notify if the watched element is different since the last notification.
