I’ve been toying with CRM and contact management tools lately.
I believe Cloze does what you’re looking for, although it does use a hosted online SaaS model.

It has a free version that’s probably right up your alley.
I’m a business owner and I use the Pro version and it paid for itself literally 1000x over in the first 24 hours.
The first day it auto-recommended I reach out to an old contact at a new company because we stay in contact “every 4 months.” Sent an email I would’ve never sent, and boom... lots of money.
Obviously you’re using it for networking purposes, but it all applies.
Integrates with just about everything (including your phone calls).
