I don't really know if this is that much better, but even though they don't have a DIA_0_97_3 tag like they do for Dia 0.97.2, the latest version actually seems to be 0.97.3 which was released in 2014.
Dia had a release 3 months ago and was updated last week. It's not abandoned. It's a gnome app. They aren't throwing it in the shitheap anytime soon.

Dia is starting to be maintained again: the current official repository is https://gitlab.gnome.org/GNOME/dia/commits/master
Current activities include port to meson build system and gtk3.
