I haven't looked for awhile, but if I remember correctly wasnt there a fork of filezilla, specifically for the fact it wasn't saving passwords securely, and it wasn't being planed to be fixed? Then they got hit with a trademark dispute? here: http://www.filezillasecure.com/

Usually FTP. Filezilla is a nice client for Windows. (Avoid Sourceforge and use this http://www.filezillasecure.com/ Sourceforge has been bad about bundling in crapware to application downloads)
Use the Xbox's IP (Settings > System info) and the default username and password are both "xbox" if I remember correctly. Then in Filezilla you can browse to E:/, create the NKP11 folder if it doesn't exist, and just transfer over that VIDEO.BIN to said folder.
