Well, I'll tell you what tools I have and use, but it isn't the fastest process.

Using DVD Decrypter I would make a copy of the disc then using Free Video Cutter I would start extracting parts of the video that are within range of the time you want.

DVD Decrypter:

• You can find it's installer here
• Once installed and open go to Mode -> IFO
• In the Input window right click the highlighted VTS entry and select File Splitting -> Auto
• Click on Stream Processing
• Enable Stream Processing
• Under the destination section, chose a save folder location
• click the big Disc -> HDD icon to start the process.

Free Video Cutter

• You can find it's installer here
• Open video -> find the file in the save folder you just selected in dvd decrypter
• Let it create the thumbnails, this process is what can take a long time.
• Find the time area you wish to copy, you will most likely have you select a time way-before and way-after the time you want.
• Select WMV and then Save Video.
• If the time is too great between the start and ending, you can just reopen this newly created video again in the program and recut another time section.

It's lengthy and time consuming, but it works and is generally easy.
