Gab already offers something like this. The Dissenter Browser lets people add comments to any website. Gab Trends lets people comment on submitted news articles. The tech is already out there.

Dissenter comment sections - as in assigned to pages where maybe there is no official comment section but you still want to discuss it - is always lower.
GAB is picking up steam the more the freedom of speech issues getting insane, just as the same as BitChute and Minds picking up the slack that is created by YouTube and Facebook

Gab has undergone a complete platform changeover and is now much much more resilient and nearly impossible to take down. Plus it's open source and anyone can spin up their own Gab-type server and connect it through the Fediverse to Gab proper. Their Dissenter browser is great, I use it for my normal everyday browsing and seamlessly links with Gab Trends (trends.gab.com) which is like a Drudge Report replacement with voting and comments through Dissenter integration. You do want to enable cookies on trends.gab.com by clicking the Dissenter shield icon in the Dissenter browser to enable commenting on any web site linked through trends. You use your Gab account to log into trends/Dissenter. You can import all your Chrome (or other browsers) settings/passwords when you are setting up Dissenter. It's based on the Brave browser and can run all Chrome extensions just like Brave or Chrome. It has all tracking crap ripped out of it, so it's about as good as you can get. Add the uBlock Origin extension and add the WebAnnoyances filters to uBlock Origin's filter list and your browsing experience will be top notch - really.
