Huh, but all the LED settings in Preferences are disabled. From what you're describing, the issue may be rooted in the hardware, but let's check anyway if you have time :)
Once Steam Extended Xbox controller support is off, could you enable all the settings in Preferences - LED settings for Xbox Elite 2? They should look something like this.
Hm. As far as I recall, 5.11 was the latest one, but you should be able to change LED settings with your version of the firmware.
Please, try the following:
Turn off Steam Extended Xbox controller support (this will require a PC reboot), then try to change the LED settings within the config you're using (try setting Rainbow to Main layer) and Apply the config
And if possible, share a screenshot of Preferences - LED Settings for Xbox Elite 2. And a config that you're Applying :) You can send them to [email protected].

I felt like there is a bug with the rapid/charging maneuver speed bonus, rather than the mount itself, but not sure. Also, trying to activate it while looking at npc gives me this message. Unless i can kill people with this skill now, there is definitely a bug. =)

Just a quick warning about the ROG Scabbard, which i find very low quality. It has Sweat issues with because of the rubber coating under it. If you have sweaty palms like i do, that rubber acts as an insulation preventing the pad from breathing and creates air pockets between the fabric and the rubber resulting in the fabric to come off. I've attached a link. This is Only after 3h or playing. I exchanged 3 of these , and all had the same issue. Other than that is has the best mouse movement i've felt on a mouse pad so far.
