Looks like LibreTorrent can do this. I haven't tried to create torrents with it, but I've used the app before and it's very nice!
You may want to try looking through the apps on F-Droid. I find F-Droid to have a lot of open apps that Google wouldn't allow in theirs. It's where I found LibreTorrent.
