Other diagnostic considerations that might be helpful to others trying to help you troubleshoot might be:
You mention that Kubuntu demonstrates the controller works, that's good. Now, was the Kubuntu computer the same as the Mate computer? If so, was it the same USB port?
In Ubuntu-Mate, unplug the controller, open a terminal, and type
lsusb
then plug in the controller (do the lights come on on the controller?) and re-try
lsusb
Any difference in the list? Does the computer detect your controller?
Alas, I can't be more help, I really don't know too much. But I do know that the more information we can provide potential helpers, and the more work we can do to narrow down a problem, the more quickly we're likely to find a solution.
