first you need to download an IRC client. I use http://www.ntalk.de/Nettalk/en/ (Open-Source FTW). then you need to setup your server to Quake.NET. I can't remember if it was set by default in nettalk. all you need the server adress and you can just google it.
Just connect to Quakenet and join your favorite channels. Mines are: leagueoflegends, reddit.lol, solomid guardsmanbob.
in order to talk in league of legends channel you need to auth your nick. just check: http://www.quakenet.org/faq/faq.php?c=4&f=7#7 and see how you can register your nick.
