Will the RSS phplist plugin work on a cloud account at phplist.com?

Do I have to subscribe and use the services on phplist.com? Or, should do I physically create an run a physical device with an OS with phplist (like linux)? Or is there a simple plugin I can run right from my domain. (I use iPage as a hosting provider). I have less than 100 subscribers at this point so no premium services should be required for this tiny list.
