Unfortunately it doesn't look like they will be available to new students. I suspect it has to do with their new policy starting in January that only students paying for a certificate will even be able to have their work graded. http://blog.coursera.org/post/131520811622/an-update-on-assessments-grades-and

I suggest you enroll for part 2 and grab all the material you can, even if you won't work on them until later.
