It's meant for browser based bittorrent clients like webtorrent, btorrent.xyz, whatever some old addons for firefox like Torrent Tornado ... etc. So if the announce is going from the browser to the tracker, it's not likely to be allowed on most private trackers.

uTorrent, BiglyBT/Vuze, Deluge, rtorrent ...etc got web clients running on the browser like rutorrent for rtorrent. The announce does NOT go from the browser to the tracker. The browser UI is just an interface using the browser, the engine of the main app runs on the machine so they are not included in what I mentioned above.
