ThumbsPlus. http://www.cerious.com/thumbnails.shtml acdsee or ifranview are good too, but the ease and breadth of things you can do with thumbs (batch processing as well) and it's ability to handle a huge number of images (10k -100k) quickly makes it great. I recommend doing a little ui config to get it just right.
