I haven't seen anyone else recommend Tiles. Having tried all the free alternatives, it seems to work best for me and imo it has the best UI of the free snap implementations.
MacOS + https://freemacsoft.net/tiles/ is great.
To me it feels like it’s a native feature once it’s set up. I’m aware of alternatives like Rectangle and Amethyst but Tiles just feels way smoother to me
I believe it is actually Tiles. I don’t think they were actually asking what app it is, instead they were showing what the app can do. They show the Tiles config screen and then the window they’re moving around is the webpage for Tiles: https://freemacsoft.net/tiles/

I use Tiles to snap windows to different areas of the screen and it has hotkeys too.
