Their website currently has a download button on it. https://winamp.com/
https://winampheritage.com/plugin/moodlogic-for-winamp-2/131035 is the cached copy of the plug-in from the old winamp.com site but it's temperamental in the download link actually working so you might need to give it a few attempts to get a valid download & not a web page renamed as an exe.

I think you're just going to have to call this as a lost plug-in. I've not found anything even in some of the old winamp.com dumps to see if there was anything in there (unless it went under a different name that I've missed). However it doesn't seem like it's something that would even likely work on recent Windows released (even XP based on the note on the page about maybe working on NT).
