The "cmd" command which opens a command window has several parameters. Use the /k argument to run a command and continue executing, with that command being the cd you want to perform. E.g:

start cmd /k cd C:\Users\NAME\Documents\FOLDER\src

Edit: Also, in case you need to execute multiple commands, you can chain them together with &&. E.g:

start cmd /k "cd C:\Users\NAME\Documents\FOLDER\src && dir && echo test"
